Contiene dos cartas, una para el embajador estadounidense Thomas Aranda y otra al Ministro del Interior, Yamandú Trinidad, sobre la llegada de la delegación en las que solicitan colaboración con la delegación para coordinar entrevistas. A la primera acompaña un breve curriculum de Lucy Komisar y a la segunda el currículum de Mercedes Lynn de Uriarte. También consta de un listado de periodistas detenidos y un listado de periódicos suspendidos o cerrados.
